It is expected that the move will cost the Sky Blues between €30m and €40million (£27.3m-£36.4m), and will be announced once the final wrinkles in the paperwork are ironed out.
Torres is believed to have turned down the chance of renewing his contract at Valencia to join Man City as the Sky Blues will be competing in next season’s Champions League, while the presence of Pep Guardiola has also been key.
Manchester United were also interested in a move for Torres if a deal to sign Borussia Dortmund’s Jadon Sancho becomes implausible.
Torres will arrive in Manchester on the back of a superb season in Spain where he scored six goals and assisted a further eight in 44 games across all competitions.
The 20-year-old also started 26 of his 34 La Liga outings, in which he averaged 1.0 key balls per 90 minutes, plus 1.3 shots, 3.8 attempted dribbles, 1.8 tackles, and 0.6 interceptions, per WhoScored data.
